The following, which was read the second time and returned to the                                                               
Rules Committee (page 1743), was again before the House:                                                                        
                                                                                                                                
    HOUSE BILL NO. 3                                                                                                            
    "An Act relating to issuance of identification cards and to issuance                                                        
    of driver's licenses; and providing for an effective date."                                                                 
                                                                                                                                
Representative Johansen moved and asked unanimous consent that the                                                              
following committee substitute be adopted in lieu of the original bill:                                                         
                                                                                                                                
    CS FOR HOUSE BILL NO. 3(FIN)                                                                                                
    "An Act relating to issuance of identification cards and to issuance                                                        
    of driver's licenses; relating to regulations concerning                                                                    
    identification cards and driver's licenses; and providing for an                                                            
    effective date."

CSHB 3(FIN) be considered engrossed, advanced to third reading, and
